Growth of Black Representation in Public Administration

Public administration may be defined both narrowly and freehandedly. For the purposes of this research, a broad definition has been adopted, and humans administration is defined as every last(predicate) public employeeselected officials, appointed bureaucrats, personnel employed in white and blue collar jobs, law enforcement officers, and host personnel.

With respect to the cause of the gain in subdued representation in American public administration, an hypothesis was formulated for this research. This hypothesis is stated as follows: The increase in black representation in American public administration is primarily a service (1) demographic changes in some American cities, and (2) governmental affirmative save plans.

Four major factors have been cited as causal factors for the increase in black representation in American public administration.

There four factors are (1) improved educational opportunities for black Americans, translated into higher levels of educational attainment by blacks, (2) 25 age of aggressive desegregation efforts particularly with respect to 3affirmative action programs, (3) a change in racial demographics in many American cities, and (4) the elimination of the military draft, which created an all volunteer armed forces plaque in the United States.
